There are lots of colorful perennials that will grow well in containers in your gardening region. Here are a few suggestions:
Ladybells (Adenophora lilifolia) grows 12-18" blue bell-like flowers on spikes in late summer.
Bishop's Weed (Aegopodium) grows 10-15" leaves green, white margins.
Bugleweed (Ajuga varieties) 6" blue/foliage, flowers in May/June.
Lady's Mantle 12-18" yellow flowers in late spring/summer.
Canadian (wild) Ginger grows 9-12" beautiful foliage.
European Ginger grows 4-6" glossy-green, heart-shaped leaves.
Astilbe (Spirea or Goatsbeard) 18-36" white, pink, red, lavender.
Hardy Begonia (Begonia grandis) 15-24" H. pink flowers.
Bergenia or Saxifrage grows 10-16" pink, white, or red flowers.
Siberian Bugloss (perennial forget me not) grows 18" blue flowers/large, rounded leaves.
Bellflower (Campanula species and hybrids) variable blue or white flowers.
Hardy Plumbago 6-10" blue flowers/red fall foliage.
Turtlehead (Chelone obliqua) grows 2-3' purple, white flowers.
Snakeroot (or Bugbane) 3-6' white flowers.
Dwarf Bleeding Heart grows 12-15" and flowers in white or pink.

In addition to these, you could plant coleus, lobelia, impatiens and pansies.
