We have Gold Mound Duranta that were severely damaged and have dropped all leaves. Are they history or will they come back as the weather warms?

As long as the roots did not freeze, the plant will resprout when the weather warms. Duranta can be pruned back hard without problem but I'd wait until new growth begins later this month or next before doing any pruning of freeze damaged stems and branches. Best wishes with your garden!
