Scraggly camellias usually are not getting quite enough sunshine. Since yours are in pots, you can move them to a better site - one that gets morning sun and afternoon shade. The few hours of morning sun will be enough to encourage new growth and lots of flowers. The brown tips on the leaves may be from overly wet soils or from salt buildup. To flush salts from containers, flood the soil, allow to drain, then flood a second and third time. The flooding should leach excess salts from the potting soil. Best wishes with your camellias!
