I planted 6 of these E.G. Arborvitae last summer. I picked 1/2 doz. or so bagworms off. We had phenomenal rainfall all yr. The bottoms of the trees are brown, some black area too, almost tar like. What's happening to them? Insects, fungi, disease, over water? I hope to save them so, what should I do?

It's really difficult to diagnose a plant problem without seeing it but a tar-like growth sounds like a fungal disease. I'd be inclined to take a sample of the problem to my local Cooperative Extension office for diagnosis and control suggestions. You may be able to save your plants if you act quickly. Best wishes with your arborvitaes!
