I bought windowsill greenhouse and it was shipped with DELPHINIUM seeds. The package says they grow best on Pacific Coast. Well, can they grow here in N. Georgia?

Delphiniums can be perennial plants on the West Coast, and are treated as annuals in other parts of the country. Go ahead and start your seeds, then plant them out in the garden in a partially sunny site (some shade from the hot, mid-day summer sun). They'll bloom this year. If they come up again next year, consider it a bonus!
