my lawn has about 30% of the sod pieces that won't turn nearly as green as others when fertilizer is applied making my lawn look like a

If the sod won't green up regardless of care, it may not be as well rooted as the rest of your lawn. Try pulling up one of the off color sections by prying it up with a screwdriver. If it comes up easily, it hasn't rooted well. Pull up the entire section, roughen up the soil, then relay the sod. Step down on it to make sure it makes good contact with the soil and then water it down well. Once the roots have established themselves into the soil the patch of sod should green up as well as the rest of your sod. Best wishes with your lawn!
