Tulip bulbs won't grow well in southern California without a pre-chilling treatment. If you place your tulip bulbs in the freezer for 6-weeks and then plant them in the ground in January, they should flower for you in the spring. You can sometimes purchase pre-chilled bulbs in garden centers. Plant them as soon as they are available and they should bloom well for you.
