Most types of wisteria need a period of cold winter temps to allow them to break dormancy and bloom well. They are not rated for your hardiness zone or heat zone. However, if you have your heart set on growing wisteria, there is a type of wisteria that can be grown that far south: CHINESE EVERGREEN WISTERIA (Millettia taiwanensis).
