The Q&A Archives: Planning the front yard

Question: Hello,
I am a renter but have access to the very small front yard. I live in Mt. Vernon, NY. The soil tends to sink whenever it has rained for a long time. There are several horrible looking perennials that grow too wild and unkempt during the summer. How should I cut them back to show their maximum beauty? Will it kill them if I cut them to just above the ground?
