Your winters are mild enough that you should be able to plants lots of different annuals and perennials in your garden now. Yes, put some weed barrier down on the garden bed prior to planting - just cut slits in the barrier to plant and then cover the weed barrier with decorative rock or bark after you have finished planting. Right now you should be able to find primroses, pansies, sweet peas, lobelia and snap dragons in your garden center. Enjoy your new garden!
