Do I need to dig up the weeds/grass or can I just till up the area and plant; then lay the black ground paper on top of the ground ? Then plant my flowers/plants. I hate weeds.

I hate weeds, too! The best approach is to till the area, then rake out all the weedy debris. Then lay your weed barrier. If you leave the weeds and roots on the ground and then lay weed barrier, those pesky weeds will find a way to break through. Cleaning all the weeds and their roots out of the area prior to laying the weed barrier will ensure the weeds will be gone for many, many years. The weed barrier will effectively keep any remaining weed seeds from sprouting, leaving you with an attractive garden for years to come. Best wishes with your new garden!
