I recently went to a restaurant that had the basic clay pots sitting directly on the patio railing

If you have planters or pots that are the same width as your railing you can attach long pieces of metal or decorative wood directly to the pots so they run the entire length of the pot or planter plus an additional 6-8 inches. Then set the pots on the railing so that the extra wood or metal is straddling the railing (one length on each side of the railing). This should keep the pots stable in the wind.
