I want a ground cover (not red apple)that flowers and can grow in terrible soil in a dry climate. I live in San Diego.

Some ground-hugging choices include Ajuga (carpet bugle), Potentilla (Cinquefoil), Lysimachia nummularia, Fragaria (ornamental strawberry), Lamium (dead nettle), or Asarum (wild ginger). Once established, all are reasonably drought-tolerant. Enjoy your new landscape!
