I would like a perenial plant that grows to 1 ft to 1 1/2 ft around the base of my fountain. Roughly 5 ft at base. Gets sun and shade.

It is difficult to make a specific suggestion for plants because some plants will tolerate wet feet but not many will be happy with constant mist or splashing water from the fountain. At the moment we are dealing with an unknown. Until you are certain wheter or not there will ve constant overspray, why not hold off on making decisions on plants? Aside from a group of ferns that cling to waterfall conditions, not many plants can withstand a constant misting without the foliage 'melting out' or contracting fungus problems. Perhaps you should adopt a wait-and-see attitude until the fountain is functioning and you can assess the situation. Then you can choose plants suitable for the situation.

Enjoy your fountain!
