The community association wants to improve the hillsides. Much of the hillsides show neglect & is the responsibility of owners not physically able to provide the care or pay for the maintenance. As a community we would like to help. What type of low-maintenance, drought resistent plants, San Diego, California would do well and provide needed beauty to the hillsides.

When properly maintained, gazania should grow for many years, as will bougainvilla, aptena (red apple), ajuga, vinca, carpet rose, and euonymus. These are all low maintenance once established. For even more ideas, you might visit other established landscapes; residences, libraries, city parks, etc. These should offer even more possibilities. Best wishes with your project!
