Sand burrs, like most weeds, need constant attention or they'll overtake an area. Begin by hand pulling or hoeing them out of the ground and disposing of them. If you can keep the weeds from flowering and setting seed, they'll be easier to keep under control. Plant a groundcover such as turfgrass and keep it well maintained. A thick lawn (or other groundcover) will crowd out sand burr seedlings. Once the lawn is established you can use Corn Gluten Meal based fertilizer in the spring and autumn to help suppress the germination of sand burr seeds. If you plan some flower beds along with your lawn, keep the bare soil in the beds covered with a few inches of organic mulch material to keep the weeds from sprouting between your annuals and perennials.
