A friend of mine gave me a
cutting of a flower. How do I get the flower to grow roots? I believe it's Alstromeria.

You can grow Alstromeria from seeds, but cuttings won't root. Most modern hybrid alstroemeria plants are produced by in vitro propagation (commonly called tissue culture). It is a process that requires a sterile environment so it's not successful for most backyard gardeners. If your friend is growing Alstromerias, have her collect some seeds for you. Enjoy your beautiful flower!
