someone has cut off one of the leave tips to the tree for me...can i make it grow roots and make it live?

Wish I could be more encouraging, but I don't think you can make a leaf from a ponytail palm root. You can certainly try, but don't be too disappointed if roots do not form. Nolina recurvata, formerly known as Beaucarnea recurvata, is usually propagated from seed or basal offsets, not from leaves. Good luck with your attempt!
