I live in northern California, and my house is situated where the shade is in front of the house in the morning,
and the sun moves to the front of the house around 3:00 or so in the afternoon. If the weather is warm, the sun is very hot. What type of flowers can if plant, annuals or perennials that would withstand the hot afternoon sun?

A huge collection of plants will thrive in the area you describe! Try Coreopsis, Dianthus, Gaillardia, Liatris, Ice Plant, Evening primrose, Watsonia, Zinnia, Sedums, Poppies, Mexican sunflower, or Daisies. Each of these plants will produce brightly colored flowers in the summertime.
