These plants are turning brown and dried out as if dying, but life is still in stems, what can I do?

Aside from developing root rot from overly wet soils, oleanders are typically easy to grow. Try pruning out all of the dead plant parts to encourage healthy new growth. Be sure to water deeply once each week and then allow the soil to dry out between waterings. Hope this helps!
