i've been seeing in uptown Dallas where some designers have been using a type of bamboo which is approximately 2-3 feet tall. It's been used in a clean look with medium sized river rock.Is it bamboo or some other type of plant?

There are so many different types of bamboo, that it may very well be a clumping variety that remains small. Or, it could be Nandina, commonly called Heavenly Bamboo. It appears to be a bamboo but it really isn't. It is evergreen and produces clusters of berries in the fall. The foliage turns from green to red during the winter months. Perhaps this is the plant.
