One more question...we have a volunteer fan palm that is growing out of the concrete. It's STILL about 1' tall. IT WON

The roots of volunteer plants are really deep and in this case probably hiding beneath the concrete so topical sprays will only kill the top of the plant, not the roots. However, if you keep chopping off the top of the plant you will stop photosynthesis - the process where green leaves absorb sunlight and transport energy back down to the roots. Just keep hacking away at the tops to remove them and eventually the roots will run out of energy and the volunteer palm will die off. Persistence is the key!
