If your oleanders were damaged by frost you only need to prune them back to encourage new growth. If you think there may be more frosty weather, wait until you're sure it's warm and you see new growth on your plants. Then just cut them back below the frost damage and they'll reward you with healthy new growth. Best wishes with your garden!
