In Orlando, FL we had several nights of really cold weather. Many of my plants have what looks like freezer burn. When is it safe to cut away the dead parts and how far should I prune?

Your freezing weather is probably over by now but for safety's sake, I would wait another 2 weeks before doing any pruning. Remove all obvious winter damage and then let the plants guide you. When new growth appears you may have to do a little more pruning to make each plant look attractive. Cut to just above the new growth to remove any additional damage that wasn't apparent the first time you pruned. Best wishes with your landscape!
