Some trees tend to produce more surface roots than others. Roots close to the surface may be natural for the tree or can indicate compacted soil and water stress. Whatever the reason, it won't be healthy for the tree for you to cut the roots out of the ground. You can attempt to cover them with a few inches of soil and then overseed with grass seed to hide the roots, or you can remove the lawn where the roots are surfacing and plant a groundcover which can help hide the roots.
