How do I get rid of alcaline in the yard it is killing my lawn and shrubs and is also eting up the cement

I suspect the alkaline water (both rainwater and from the tap) is what is causing erosion of your cement. There's not much I can recommend that you do to stop this process but perhaps your local Cooperative Extension office has some ideas.
