Can those storage tubs be used for planting veggies?

You can use any container at all, as long as it has adequate drainage holes in the bottom. If you use plastic storage tubs, be sure to drill or poke lots of holes in the bottom so excess water can drain out. You can set the tubs on a plastic saucer to keep excess water from puddling beneath the container. Best wishes with your container garden!
