My neighbor and I share a chain-link fence and we keep having to chop down these trees (don't know what they are) that come up all the time & quick. We are at our wits ends trying to kill the darn things. Last year they got away from us and the stumps (I hacked at 'um as best I could) just come right back.

It sounds as though you are dealing with suckers from the roots of nearby trees. If this is the case, I won't recommend using chemicals because they would work their way back to the parent tree. You may have to dig the roots out and cut them off at the property line to keep them from suckering. Wish I had more to offer. Best wishes with your endeavor!
