Japanese Lantern Tree bugs - Knowledgebase Question

We have a Japanese Lantern tree in our back yard and really enjoy the shade and glow of the tree in mid summer however the tree appears to attract a harmless insect but there are 100's of them that cover the fence and deck. I would like a safe way to eliminate the bugs completely or at least minimize the amount of bugs, any suggestions?

Wish I had an easy answer but without know what the bugs are, I don't know what to suggest. I suspect that the tree is exuding nectar which is attracting the insects. You can't stop the production of nectar but you may be able to dilute it by periodically hosing off the tree. Aside from that, I'm really at a loss as to what to suggest. Sorry!
