I have two trees, they may be about 2 years old. The branches on the top of the trees did not have leaves nor buds on them last year and this year no buds are on the branches. The rest (bottom) have buds and had leaves last year. Do I need to replace them? Do you have any suggestions? Thank you.

I does sound as though the tops of your trees are dead. It is possible that one of the uppermost branches can become the new central leader, but that would leave a crook in the trunk of the tree, which would make it more vulnerable to storm damage as it matures. I think I would replace both trees with healthy new specimens rather than wait for nature to take its course.
