When is the best time to apply dormant oil to grapevines?

Dormant Oil Sprays are used to cover the eggs of destructive insects, which were deposited on the bark of trees the previous season. It is typically used on fruit trees, but not recommended for grapevines. It can cause phytotoxicity - suffocating the leaves and new growth of grapes. I wouldn't apply it to grapevines at any time of year.
