Question: gray powder on my holly plants

Answer: What you describe sounds like powdery mildew which is caused by fungus that attacks Holly leaves, sometimes covering them entirely with a thin white powdery coating.

You can prune out the damaged plant parts which will also open the shrub up to better air circulation or you can use a copper based fungicide on your hollies.
