Question: do you have to cut the old limbs off I can see new growth at the ground.

Answer: You can prune either or both plants down to ground level now that you see new growth coming from the crown of the plant. If there is no new growth on the old stems, they have died over the winter months and should be pruned off. Enjoy your garden!
