How can I kill tiger lilies and lily of the valley that have taken over the flower beds without digging up?

There's really nothing you can apply to the plants that will translocate down into the bulbs and kill them. You can prune off any green shoots that the bulbs develop and eventually starve them out but probably the most efficient way to clear them out of the bed is to dig them out, bulbs and all.
