I can not seem to grow grass in my backyard. Where can I take a sample of the dirt so I know what to do. Can they also test to see what I should add to the soil to have better luck with my flowers.

There was a time when each state university would test soils but that is no longer the case. Here are the soil labs they recommend:

Contact them for prices on their soil testing services. A soil test always includes recommendations for improving any problems found.
