I have some fertilizer from last year it is an up-opened bag. Can I use that bag or should I buy a new bag? Thanks!

Fertilizer can be stored for several years, as long as it is in a sealed container (such as your unopened bag) because moisture is its enemy. Go ahead and use what you have. It will be fine.
