I need a short evergreen shurb for the front of our house. Our house is brick-- but these would be in front of light painted bumped out windows that are only 18

Some dwarf evergreen shrubs remain only 2-3 feet tall at maturity but can be pruned and kept at 2 feet. Heather, dwarf barberry, little leaf boxwood, Portuguese broom, Bronx forsythia, Japanese holly 'Kingsville', and Shore Juniper are all good choices for the site you describe.
