My date palm suffered from the freezes and all the fronds brown. Do I cut them totally back to the top of the tree?

Don't cut the top off your palm or it won't be able to produce new fronds (the top center is the growth point for palms). Instead, simply cut off all the dead fronds and wait until new fronds grow. If no new fronds develop later this season, the growth bud in the top of the plant was damaged and the entire palm should be replaced.
