I transplanted my Irises on the north side of my garage. Not doing too well. Can I transplant them in the spring of this year?

I would transplant them now because on the north side of a building they probably are not getting enough sunshine and they won't bloom this year anyway. Plant them where they get at least morning sun - all day sun is better. They should bloom for you once they are experiencing the sunshine they crave.
