Landscaping help for first timer - Knowledgebase Question

Hi--I have been asked by my boss to straighten up/replant the front of an apartment complex. I am in Tampa Bay, FL, and want plants that thrive in bright sun with minimal care, are drought resistant, colorful, and not very tall. Can you recommend any for me? Thanks.

Since you are new to gardening I think the following publication from Florida University Extension service will give you some background information on soil preparation and watering needs, along with an extensive list of perennials that will grow well in your region:
