I live in Brownsville, TX the southernmost tip of the state. Are there any plants that repel mosquito's and gnats?

Unfortunately, no plant will truly repel mosquitoes in an effective way. The best control is to check the area and remove any breeding grounds such as standing water or mud. Check carefully as there are many sources, such as discarded children's toys, saucers under plant pots, or tarps on woodpiles for example. If the mosquito problem is severe you could consider a screened porch for evening use. Also, the CDC recommends using long sleeves and long pants and applying an insect repellent. I'm sorry I can't be more encouraging.
