You can grow annuals and ornamental grasses for height if you don't mind changing them out every few months. Aside from that, how about growing Duranta or Corkscrew Vine. I have both in separate containers on my back patio. They are technically vining plants but without anything to climb on they cascade over the rims of the containers and drape themselves down over the ground. They each take pruning without problem so I am able to keep them within bounds and they both flower all spring and summer long. Perhaps one or both of these will work for your front garden. Hope so!
