My dwarf sunflowers are about 6" tall in gallon pots in my greenhouse. There are two plants in each pot and I was advised to remove one. Should I cut it down to the soil, or should I pull it out (carefully) roots and all; is it possible to transplant that one in another gallon pot?

Sunflowers don't transplant well--I tried some last year and they all wilted and died. I think you'd be best off snipping the extra sunflower off. If you want more plants, just plant some more seeds. They are quick growers and the newly planted ones will probably catch up to the older ones.
