My impatiens have been rotting at the rotting at the soil level for the past three years no matter where I plant them or what type of soil I use, even in a screened-in back porch.

When impatiens rot at the soil level it indicates overly wet soils caused by overwatering or poorly draining soils. Try planting in potting soil and watering only when the top of the soil dries out. This should stop the root and stem rot.
