My plan for fertilizing this year is scotts halts followed by scotts turf builder a month later(already done)scotts w/weed killer next month and then scotts turf builder each month after is this overkill or will it build a strong green lawn the grass is a tall fescue thanks for any advice you may have.

Too much! Too much! Scott's fertilizers are time release meaning they will slowly release nutrients over a long period of time. Generally you should fertilize in April, June, September and late November. Feeding more often than that is not only wasteful (the grass can't use that much fertilizer) but it could overwhelm the roots and do just the opposite of what you hope fertilizer will do. Just feed on schedule, water when necessary and mow regularly. You'll have a lush green lawn with lots less fertilizer.
