Our lawn is a muddy mess. We have planted grass seed before but it doesn't grow. The squirrels dig it up all the time.

The best course of action is to put your lawn on a regular maintenance schedule so it will grow lush and thick. Start by raking the entire area and overseeding the whole lawn. Water deeply once or twice a week and mow as often as necessary to keep your lawn at about 2 inches in height. Feed in April, June, September and late November with a 3-1-2 ratio of NPK (the 3 numbers on the fertilizer package) and by mid-summer your lawn should be nice and thick. Enjoy!
