Citrus trees tend to produce lots of flowers but not all develop into fruit - usually because of lack of pollination but also because the trees simply cannot support that number of potential fruits. It is a natural thinning process and as your tree matures it will be able to hold onto more and more fruit. If the flowers were not completely pollinated the little fruits will drop off before they are even the size of an olive.
