You can start marigold seeds indoors but they will need a source of light once they have sprouted. Without supplemental light your seedlings will grow thin and leggy. Fluorescent shop lights can be used for seed starting. Just hang the lights two inches above the seedlings and move the lights up as the seedlings grow. Your marigolds will grow thick and hardy and ready to plant outdoors in about 4 weeks.
