Should I pick the blooms off a lilac bush or will this retard growth of stems for next year?

New flower buds for next year form in pairs where the leaves join the stems. You should remove the spent blossoms just above the point where these new buds are forming. You can renovate the plant while your at it, by removing some of the old branches. This will encourage new branches and more blooms.
