I have noticed tulips blooming at different stages in this area. Some have bloomed out already while others are still blooming. When is the best time to plant bulbs to ensure bloom from late March thru April.

The size of the bulbs, how deeply they are planted and how warm the soil gets determines just when a tulip bulb will bloom. Sometimes different colors bloom at different times, as well. There's really no way to orchastrate the blooming of your tulips.
